1904년 10월 20일 당시 독일의 일부였던 브로츠와프의 유대인 가정에서 태어났다. 1922년에 괴팅겐 대학교에 입학하였고, 바이마르 공화국 초인플레이션 동안에는 철로 보수 작업으로 학업을 보조하였다. 괴팅겐 대학교에서 막스 보른, 리하르트 쿠란트, 제임스 프랑크, 다비트 힐베르트, 에드문트 란다우, 에미 뇌터 등으로부터 수학과 물리학을 공부하였다. 1926년에 박사 학위를 수여받았고, 쿠란트의 조수가 되었다.

1929년에 로마 라 사피엔차 대학교에 가 툴리오 레비치비타 및 페데리고 엔리퀘스 밑에서 대수기하학을 공부하였고, 1930년에는 파리 대학교로 가서 자크 아다마르의 강의를 들었다. 1933년에 나치 당이 독일의 정권을 잡자 유대인이었던 레비는 독일을 망명하였다. 레비는 이탈리아와 프랑스를 거쳐서 미국 브라운 대학교에 2년 동안 있다가 1935년에 캘리포니아 대학교 버클리에 도착하였고, 이후 미국에서 여생을 보냈다.
