틀 분할 제안

현재 둘러보기 틀의 대부분이 세계 각지의 대한민국 재외공관으로 채워져 있는데, 이것을 대륙별로 틀:아시아의 대한민국 재외공관, 틀:유럽의 대한민국 재외공관... 등으로 분리하였으면 좋겠습니다. 분리하고 난 뒤 이쪽 틀에는 아시아, 유럽 하는 식으로 해당 틀로 넘어가는 링크만 달도록 하면 될 것 같습니다. --"밥풀떼기" 2018년 8월 13일 (월) 00:23 (KST)

@Sjsws1078: 예, 저도 그렇게 알고 있으므로 오해한 게 아니고요. 외교부 틀 내에서 재외공간 파트가 보기 불편할 정도로 많이 차지하고 있으므로 이 부분들을 분리시키자는 이야기입니다.
아무리 재외공관이 외교부 산하 기관이라고 하더라도, 외교부의 모든 직제와 기관을 전세계 모든 외교공관 문서에다 '둘러보라'고 밝힐 필요는 없습니다. 외교공관 문서를 보는 사람 입장에서는 그렇게까지 중요한 정보가 아니기 때문입니다. 이게 제가 '재외공관 문서인데 ~'를 거론한 이유고요. 반대로 국내에 위치한 외교부 산하기관에 관한 문서인데 전세계 모든 재외공관을 모조리 주르륵 나열할 필요도 없지요. 그래서 지금은 숨김 처리된 각각의 파트를 별개의 틀로 분리하고, 외교부 틀에는 대륙별로 '재외공관: 아시아, 유럽, 아프리카...'하는 식으로 간략하게만 표시하자는 겁니다.
기본적으로 편리함을 추구하려는 것을 하나의 특례로 바라보시는 것은 조금 지나치다고 생각합니다. 둘러보기 틀은 둘러보기 편하라고 있는 것이지 모든 목록을 억지로 꼭꼭 집어넣으라고 있는게 아닙니다. 모든 것을 밝히도록 하는게 규칙이라면 왠만해선 지켜야 하겠으나, 이번 경우에는 1.복잡하고 불편함 2.외교공관 전용 틀의 필요성을 느끼고 있기에 얽매이지 않고 만들어야 하겠다는 생각입니다. 유일한 사례가 될 수는 있어도 이것을 특례로 치부하는 건 제 의도와 벗어난 부분이 아닐지 싶습니다.--"밥풀떼기" 2018년 8월 14일 (화) 20:23 (KST)

그러니까 그 '모든 재외공관을 둘러보라'는 기능을 하는 틀을 만들자는 것이 저의 주장입니다. 그리고 그 기능을 위해서라면 굳이 외교부 틀에다가, 그것도 숨김 처리까지 해가며 집어넣을 이유가 없다는 것이고요. '외교부에 속한 모든 재외공관'이라고 해서 '외교부'를 알려줄 필요는 없다는 것이 저의 생각입니다.
제가 이야기하는 방안이 그렇게 잘못된 것이 아닙니다. 남 사례를 들기는 싫지만 영어판을 비롯한 다른 언어판에서도 특정 국가의 재외공관들만 담아두는 틀은 얼마든지 찾아볼 수 있습니다.(|1, 2) 오히려 재외공관이 외교부 소속이라 하여 외교부 틀에다가 몽땅 집어넣는 경우는 없습니다. 각 부처별 틀을 마치 목록처럼 채워두는 우리가 특이한 것일 뿐입니다.
'이 틀 저 틀 왔다갔다 할 필요'라는 말씀은 무슨 의미인지 이해를 못했습니다. 외교부 틀과 재외공관 틀을 '왔다갔다' 할 이유는 없어 보이기 때문입니다. 글로벌녹색성장기구 문서를 보다가 갑자기 주캄보디아 대한민국 대사관 문서를 볼 이유가 있을까요? 혹은 그 반대의 경우가 존재할까요? 저는 아니라고 생각합니다. 설상 있다 하더라도 틀을 간략화하기 위해서는 어느정도 이리저리 넘어가는 것 정도는 감수해야 한다고 생각합니다. 외교부 틀에서 재외공관 파트를 아예 없애버리는 것도 아니고, 각 틀별로 넘어가는 링크를 단다면 클릭 한번으로 될 텐데 이게 어떻게 편리성을 저해하는 것인지에 대해선 전 잘 모르겠습니다. --"밥풀떼기" 2018년 8월 14일 (화) 21:52 (KST)

우선 토론을 다시 한 번 읽으면서 생각이 바뀌게 되었습니다. 밥풀떼기 님의 말씀처럼 틀이 복잡하다고 생각하지만 않지만 사실 간략하면 좋다는 생각은 많이 했거든요. 지금의 상태를 보다 간소화할 수 있다면 그걸 택하는 것이 편집자에게도 독자에게도 도움이 될 것입니다. 이 틀은 '대한민국의 외교부 소속 위원회 목록'이라는 문서를 포함하고 있는데 '대한민국의 재외공관 목록' 문서가 존재하니 이거 하나만을 포함시킨 뒤에 괄호를 통해 재외공관별 틀을 부가하는 방법은 어떨런지요?

또한 성급한 것인지 모르겠지만 틀을 분할한다면 지금처럼 아시아·태평양, 아메리카, 유럽, 중동, 아프리카로 구분을 했으면 좋겠습니다. 이는 「외교부와 그 소속기관 직제」에서 규정한 순서이므로 가급적 따랐으면 하는 바람입니다.

이건 좀 별론일 수 있는데, '대한민국의 재외공관 목록' 문서를 '대한민국의 재외공관' 문서로 확대하고자 했습니다. 근데 둘러보니 네팔이니 코소보니 심지어 솔로몬 제도까지 재외공관 목록 문서가 나라별로 거진 다 존재하더군요. 대한민국 재외공관에 대한 일반적인 설명이 필요하다고 생각해서 목록 문서에 살을 붙이고자 했는데 별도로 문서를 만드는 것이 좋을까라는 생각도 들었습니다. 이 질문을 드리는 것은 외교부 틀에서 '대한민국의 재외공관' 문서를 추가하고 괄호를 열어서 '대한민국의 재외공관 목록' 문서만 포함할지 지역별 재외공관 틀문서만 포함할지 둘 다 포함할지에 대한 밥풀떼기 님의 의견을 듣고자 함입니다. -- _黑흑메기_Sjsws1078 (토론) 2018년 8월 16일 (목) 14:58 (KST)

What I want to say is that 주 타이베이 대한민국 대표부 (Korean Mission in Taipei) is not officially recognized as an overseas missions and should not be included in "틀:대한민국 외교부". "Vorbehalt des Gesetzes" is recognized in administration. There's still other things I don't understand. If the Korean Mission in Taipei were not considered as an overseas mission, then why would it be allowed to use the terms like "공관소재" and "공관장 인사" like any other Korean Embassy websites? Besides that, I've seen from Korean news that Representatives of the Mission gets their Letter of credence (신임장) from the Korean President before taking post overseas, like other ambassadors do. Does anyone knows why?

First, let's check out the 대한민국 외교부 (Ministry of Foreign Affairs) 's homepage. It says 주 타이베이 대한민국 대표부 (Korean Mission in Taipei) is excluded from the statistics. You cannot find Taiwan or Taipei on the English homepage, too.

Why is that? The reason is simple. Because 주 타이베이 대한민국 대표부 (Korean Mission in Taipei is not official overseas missions.

As you know, the South Korean government supports the "One China" policy and does not have diplomatic relations with Taiwan. Therefore, it is not possible to install an official overseas missions in Taiwan.

However, Taiwan is not part of China's territory, so its administrative power is not affected. Therefore, the Korean government needs to set up an organization to conduct consular tasks to protect Koreans visiting Taiwan. That is 주 타이베이 대한민국 대표부 (Korean Mission in Taipei).

주 타이베이 대한민국 대표부 (Korean Mission in Taipei) is also unaffected by Vienna Convention on Diplomatic Relations and Vienna Convention on Consular Relations. How can we recognize this as a official overseas missions?

In my opinion, A is treated as equivalent to official overseas missions. The problem is Taiwan's special location caused by "One China" policy. If Korea and Taiwan have an official diplomatic relationship, 주 타이베이 대한민국 대표부 (Korean Mission in Taipei) will of course become an official overseas missions. However, if Korea does not have diplomatic relations with Taiwan, 주 타이베이 대한민국 대표부 (Korean Mission in Taipei) cannot be recognized as an official overseas missions.

We can check out another MOFA website as well: http://overseas.mofa.go.kr/returnInfoPage.do (archived today), the Mission in Taipei can be found under the subgroup of "재외공관 바로가기주소". As of the Mission's own website, http://overseas.mofa.go.kr/tw-ko/index.do (also archived today), MOFA insignia and copyright can be found at the bottom of the homepage, and the "overseas.mofa.go.kr" within the url shows that the mission' website uses the MOFA system same as other Korean embassies/consulates websites (they all have "overseas.mofa.go.kr" within their url).

The plaques used by the Korean Mission in Taipei is totally the same type as those plaques for Korean embassies/consulates. Just out of curiosity, is it allowed for an non-diplomatic mission to do so?

I admit the fact that Korean-Taiwan relation remains non-diplomatic nowadays. Actually, the Korean Mission in Taipei doesn't have to be an de jure embassy, and what this template contains are much more than embassies, such as consulates or other subordinate public agencies/institutions (소관기관/산하 공공기관). As for the consulates, they can even be set up without diplomatic relations (such as the former British Consulate in Tamshui, Taiwan, existed for 22 years after London broke up its diplomatic relations with Taipei).

The Korean Mission in Taipei was originally set up as an overseas mission of the KOICA (한국국제협력단) in 1993, and even the KOICA is contained in this template (as MOFA's subordinate institution/agency). Besides that, almost all of the representatives (chiefs of the Korean Mission in Taipei) are chosen from active MOFA diplomats. My points is: although it may be disputed to include this mission into this template under the subgroup of "diplomatic missions", but other subgroups may be considered, after all, it is not prohibited to put this mission into this template.

Actually, by doing the things mentioned above, and operating in the name of "mission", the Korean Mission in Taipei is even more "formal" than the American Institute in Taiwan (미국재대만협회), which is contained in Template:Diplomatic missions of the United States. It's obviously that the mission can be arranged in the template without being an de jure embassy.

First of all, the fact that this template has more missions compared to subordinate public agencies/institutions (소관기관/산하 공공기관) does not provide a basis for recognizing 주 타이베이 대한민국 대표부 (Korean Mission in Taipei) as an official overseas missions. Also, Britain has a consulate in Taiwan according to British law (it may not be the "law"!). The 주 타이베이 대한민국 대표부 (Korean Mission in Taipei) we are talking about must abide by the rules of Korean law. It is totally irrelevant to England.

Now I'm going to tell you about my idea. It is not that I do not acknowledge 주 타이베이 대한민국 대표부 (Korean Mission in Taipei)'s public position. However, 주 타이베이 대한민국 대표부 (Korean Mission in Taipei) clearly cannot be included in the overseas missions`s category. Korean law directly defines the type of overseas missions, and 주 타이베이 대한민국 대표부 (Korean Mission in Taipei) is not included here.

I don't know how much you understand Korean, but "Template:National Police Agency"(틀:대한민국 경찰청) refers to "Law enforcement in South Korea"(대한민국의 경찰) in the category "see also"(관련 항목). I think it is good to mention 주 타이베이 대한민국 대표부 (Korean Mission in Taipei) by making category "see also"(관련 항목) in this template.

btw, I know that Korean laws and British laws are two irrelevant things, what I've mentioned about British consulate was only an example for Paragraph 3, Article 2, Vienna Convention on Consular Relations. By the way, the article 주 타이베이 대한민국 대표부 (Korean Mission in Taipei) is actually a part of the plan to create corresponding Korean-related articles existed on other Wikipedias only, such as the pl:Ambasada Korei Południowej w Polsce (주폴란드 대한민국 대사관), no:Sør-Koreas ambassade i Oslo (주노르웨이 대한민국 대사관), uk:Посольство Південної Кореї в Україні (주우크라이나 대한민국 대사관), zh:泰國駐韓大使館 (주한 태국 대사관), and other articles.
