한국-시민지원을 위한 국제금융거래 과세연합 – ATTAC Korea 설립

2011년 4월 3일 대한민국 대구광역시 남구 대명2동 1800-1. 남구보훈회관 지하 -'한국카바레트연구회' 사무실에서. 김기봉, 김주권, 조삼복 3인이 모여 '한국-시민지원을 위한 국제금융거래 과세연합 – ATTAC Korea' 설립하였다.

'한국-시민지원을 위한 국제금융거래 과세연합 : ATTAC Korea'는 다음의 목적을 지향하며 그 내용은 아래와 같다.

1. ‘한국 아탁’은 ‘ATTAC’ 에서 지향하는 다음의 대안들을 지지한다. ① The democratic control of financial markets through tough limitations of capital flows and regulations such as general tax financial transactions (known as the Tobin Tax). 자본흐름에 대한 엄밀한 제약과 금융거래에 대한 일반과세(일명 토빈세)와 같은 규제를 통한 금융시장에 대한 민주적 통제. ② Closing down of tax havens. 세금 도피처의 폐쇄. ③ The democratic control and restrictions for the activities of transnational corporations. 다국적 기업의 활동에 대한 민주적 통제와 제약. ④ Cancellation of public debt of developing countries. 개발도상국의 공공 채무에 대한 변제. ⑤ More effective taxation on financial incomes and big property. 금융 소득과 거부(巨富)에 대한 보다 효과적인 과세. ⑥ A world trade order which advocates for the interests of the developing countries and socially discriminated groups of population, respects the priority of nature protection. 자연보호를 우선순위에 두고, 사회적으로 차별받는 사람들과 개발국가의 이익을 옹호하는 세계 무역 질서. ⑦ A democratic and social Europe which takes care of people's needs and solidarity with other parts of the world. The European ATTAC's agreed on the “10 principles for a democratic EU treaty”. 다른 세상과의 연대와 인간의 필요에 관심을 두는 민주적이고 사회성이 살아 있는 유럽. 유럽​​ ATTAC은 “민주적인 유럽 연합 조약을 위한 10가지 원칙”에 동의했다 ⑦-1. The ‘ATTAC Korea’ will have to try to the Asian social care and democratic solidarity with another Asian Countries.‘한국 아탁’은 다른 아시아 국가들과 사회보장 및 민주적 연대를 공조한다. ⑧ A democratic reform of public service system and the level of social protection that allows everyone the right to enjoy all social human rights such as health, education, care, housing. We stand against the privatization of public services.건강, 교육, 지원, 주택과 같은 모든 사회적 인간의 권리를 모두가 누릴 수 있는 사회 보장의 수준과 공공 서비스 체계에 대한 민주적 재구상. ⑨ A social and environment friendly agriculture including the idea of food sovereignty and a halt on subsidised agricultural exports. 보조금이 지원된 농산물 수출에 대한 금지와 식량 주권의 개념을 포함한 사회적이고 친 환경적인 농업. ⑩ Civil and peaceful conflict settlement as well as non-violence in our own actions.우리의 활동을 비폭력이듯이 시민에 의한 평화적인 갈등 해소.

2. ‘한국 아탁’은 다음과 같은 내용을 그 목적으로 한다. ① ‘ATTAC’에서 지향하는 내용. ② 정치, 경제, 사회, 문화, 교육 등 국내외 사회전반에 긍정적 영향을 줄 수 있는 평화적인 시민참여. ③ 정치, 경제, 사회, 문화, 교육 등 국내외 사회전반에 대한 긍정적 방향을 모색. ④ 정치, 경제, 사회, 문화, 교육 등 국내외 사회전반에 대한 연구. ⑤ 복지선진사회 구현을 위한 시민 교육.
