Deutsch: 26. April 1938: Bitte um Erhöhung der Quoten im Rahmen des NKWD-Befehls Nr. 00447 durch den Kommissarischen Sekretär des Gebietskomitees der VKP(b) von Irkutsk A. A. Filippov und den Leiter des UNKVD von Irkutsk B. A. Malyšev

Angesichts der erheblichen Verunreinigung des Gebiets durch Rechtstrotzkisten, panmongolische und kulakisch-weißgardistische Elemente, die der ersten Kategorie zuzuordnen sind, bitten wir das ZK der VKP(b), dem Gebiet Irkutsk für die erste Kategorie ein zusätzliches Limit von 4000 Personen zu genehmigen.

Das chiffrierte Telegramm wurde um 15.54 Uhr abgeschickt und um 19.20 dechiffriert. Es liegt folgender Beschluss vor: Dafür: Stalin, Molotow, Woroschilow, Kaganowitsch, Jeschow (Unterschriften, Autogramme). Dafür: Mikojan, Tschubar. Die Entscheidung wurde als Beschluss des Politbüros des ZK der VKP(b) formuliert, Protokoll der Sitzung Nr. 61, Punkt 56, vom 29. April 1938. Auszüge aus dem Beschluss wurden an Jeschow und an das Gebietskomitee des VKP(b) geschickt.
