Smart Education

• Background and History

June 29, 2011, Korean government made one decision to innovate education with a title of smart education initiative. It was a sort of counteractive policy for social trend of smart phenomena, but which was and is not clearly defined yet in its conceptual setting. In fact the terminology, meaning or concept of 'smart' itself is too vague or ambiguous. It is at the moment only an policy-level term used for those front end IT embedded devices such as smart phone and tv. Smart technology or smart devices may be the most acceptable terms.

In early 2009, Korean society was a little shocked by iPhone's market launching since celluar phones represented by Samsung Anycall was leading the global market over Finnish Nokia phone without concerns to be competed. Apple's iPhone made such a heavy blow on the Korean pride as the super leader in the internet driven society.

Government and industries suddenly got tensed and emphasized all the investment for making a counterblow. In 2010, Smart Korea was adopted as the national agenda to reinforce the investment. Presidential Committee for Informatization Strategy(PCIS) led the policy driving and initiated a series of smart initiative for several sectors of society, starting from Smart Work in October 2010. Smart Work was the national strategy to introduce a wider transforming off-line office work system into the on-line one.

Smart education was the second runner on the race!

• Concepts and Major actions

Smart education initiative is one comprehensive policy package to innovate for classroom revolution through smart technology. It has three areas and five pillars; under the reforming educational system, it is designed to develop and utilize digital textbooks, to promote on-line classless and assessment, and build a cloud system of open educational content. Under the teachers’ role, naturally it is aiming for strengthening teachers’ competences of using smart technologies and utilizing for teaching practice and lastly under the improving school infrastructure, it is planning to build a cloud computing capacities in education.

Then after the announcement of the policy, smart education has been enhanced with its pedagogical framework by setting the five conceptual framework for shifting the paradigm of the traditional education into the smart education. The five letters of ‘smart’ has been articulated into their respectful dimensions of education: they are;

S for self-directed learning by extending learning time, M for motivated learning by extending methods, A for adaptive learning by extending learning capacity and needs, R for resource enriched learning by extending school based contents to open educational markets, and T for technology embedded learning by supporting all the smart technology and infrastructure building.
