쿠스쿠셰

세계 각국의 요리를 낼 다국적 요리점. 店長である知世子の趣向により、毎回様々な国際料理のフェアをしており、従業員はテーマに沿った衣装（コスプレ）に身を包む決まりとなっている。知世子以外はこの店に正式に所属しているわけではないが、便宜上、ここで働いたり居候している者たちを本項に記載した。

火野 映司（ひの えいじ） / 仮面ライダーオーズ

本作の主人公。21歳。一人称は「俺」。定職も貯金も住居も持たずに各地を放浪しており、旅好きの祖父に言われた「男はいつ死ぬか分からない。パンツだけは一張羅を履いておけ」との言葉から、その日に履くパンツとわずかな日銭だけを持って暮らしている。欲望や執着をほとんど持たず、そのような気ままな生活に満足し、世の中を達観した様子さえみせるマイペースな性格。しかしアンクや伊達を出し抜くなど頭は切れ、長旅の経験もあり、危険な状況や戦闘の渦中にあってもほとんど動揺することは無いが、ヘビだけは苦手。また恋愛や女性心理に疎いことをコンプレックスとしている。知世子に「理想の旅人」と気に入られ、臨時バイトで訪れた「クスクシエ」に（比奈の説得もあって）そのまま住み込みで働くこととなった。

かつて旅先で内紛に巻き込まれ、心を通わせた少女ルウを助けることができなかった過去を持つ。以来、わずかでも自分と関わった者ならばどんな人物であろうと命がけで救おうとする意志を持つようになり、また人命を軽んじるアンクや真木の発言には普段は見せない怒りをあらわにすることもある。

アンク曰くメダル集めの才能があるが、自らの危険も顧みず躊躇いなくコンボを使用するためしばしばアンクから忠告を受けており、自分では変身できないようにコアメダルの携帯は許されていない。ただし徐々にではあるが、体力を消耗しながらもコンボのパワーに耐えられる「器」として、アンクに認められつつある。

アンク

本作のもう一人の主人公。映司に協力する鳥系グリード。一人称は「俺」。最初に覚醒してグリード全員の封印を解放したが、コアメダルが1枚しかなかったために右前腕部しか実体化できず、腹いせにオーズドライバーと他のグリードのコアメダル数枚を横領し、偶然自分のコア（タカコア）を拾った映司に、メダル集めに利用できると判断してドライバーを与えた。封印によりメダルに還元された経験から、メダルが揃わなければ存在すら保てない自分達グリードを脆い存在と認識し、さらに高次元の存在へと進化するため自分以外を含めた全てのコアメダルを独占しようと活動する。自らヤミーを作り出すことが出来ず、メダル集めと戦闘の殆どをオーズに依存している。なおアンクのような一部分だけの復活は本来不可能とされている荒業であるが、なぜか他のグリードと異なり自分のコアを複数取り込んでも一瞬他の部分が実体化した後すぐに消えてしまうなど、その復活には謎が多い。

右腕だけなら飛行して移動でき、白ヤミー程度なら押さえ込む腕力・驚異的な跳躍力などを発揮するが、右腕だけの状態では行動が大きく制限されるため、普段は信吾の肉体に憑依して行動している。宿主の頭に指を当てればその記憶を読み取ることができ、この能力で得た信吾の知識を利用して、グリードの中でいち早く現代の社会や技術に順応した。後に映司とともに「クスクシエ」に居候することになり、仕事（コスプレ）をすることこそ拒むものの追い出されたくないために店には顔を出している。復活後最初に食べたアイスキャンディーを気に入って頻繁に口にしており、代金を立て替えている映司の財政状況を逼迫させている。

ケチでがめつく計算高い性格で、常に相手に嫌味を言う毒舌家。メダル収集にはセルメダル1枚単位で執着するがそれ以外には無関心。基本的に人間も自分の強欲さは棚上げして「欲望の塊」と蔑んでヤミーの苗床となった人間の命も一切顧みず、映司のこともメダル収集のための駒としか認識していない。しかしオーズなしでは無力であること、映司の揺らがない信念から、不本意ながらもメダル収集より人命を優先することを承諾せざるを得ず、映司との関係はあくまで「ヤミーを倒す」という一点でのみ繋がった均衡状態にある。また「クスクシエ」においても、比奈の人間離れした怪力や知世子のマイペースぶりに自身のペースを乱され、追い出されても困るため翻弄され、苛立ちつつも耐える毎日を送っている。

泉 信吾（いずみ しんご）

グリードが起こした事件を追っていた、警視庁捜査一課の刑事。グリード復活直後の事情聴取で映司と知り合う。遭遇したカマキリヤミーとの戦闘で瀕死の重傷を負い、それに目を付けたアンクに身体を乗っ取られた。その後はアンクが好き勝手に放浪しているため表向きには失踪扱いになり、後に事情を知った比奈によって休職扱いとなった。アンクが憑依すると整った黒髪から金髪の派手なヘアスタイルに変化する。大抵は怪人態として右腕のアンクが実体化しているが、人間の腕に戻ることも可能。

PCやiPhoneなどのデジタルデバイスマニアであり、比奈に文句を言われるほどのめり込んでいた。アンクは信吾のデジタルへの知識を利用して、人間や現代社会に関する情報を積極的に集めている。また、鶏肉料理好きであり、鳥系グリードであるアンクとしては違和感を覚えている。

アンクが憑依することで辛うじて生命が維持されており、アンクが離れると10分と持たない状態にある。現在はアンクの行動範囲を広げる道具であると同時に、映司を従わせるための人質として使われている。アンクに憑依された後、信吾として行動する姿は回想シーン（アンクが信吾の記憶を探った際や比奈の思い出など）にのみ登場している。

泉 比奈（いずみ ひな）

本作のヒロイン。服飾系専門学校へ通う18歳で、信吾の妹。一人称は「私」。華奢な見た目とは裏腹に、260kgのライドベンダーを軽々と持ち上げる程の人並外れた怪力の持ち主で、それが元で「クスクシエ」のバイトに採用されるが、彼女自身にはコンプレックスの種。

困っている人を放っておけない義侠心溢れる性格。唯一の家族である信吾を慕っているため、友人からは「ブラコン」とからかわれることもしばしば。

映司がアンクの憑依した信吾のことを誤魔化すために信吾の携帯電話を使用していたことから映司と知り合い、信吾がアンクに乗っ取られていることを告げられるとともに、ヤミーの存在や映司がオーズとして戦っていることを知る。ショックを受けながらも、映司の言葉によって人の欲望や信吾への依存心に向き合うことを決め、映司を説得してクスクシエの住み込みバイトを了承させた。事情を知ってからは映司らの活動を進んで手伝うことも多く、持ち前の怪力でグリードに立ち向かうときもある。

当初はアンクを信吾と誤解したが、上記のように映司から事情を聞かされて以降はアンクを「信吾の生命を維持している怪物」と認識、持ち前の怪力でアンクの見張りや抑止力となっている。また、それまでアイスキャンディーしか口にしていなかったアンクに、信吾の体調を維持させるためアイスキャンディー以外の料理を食べさせている。後に自分を助けたことや日頃の恩として、映司にはマフラーを、アンクにはメダルを収納するホルダーをプレゼントした。

後藤 慎太郎（ごとう しんたろう）

ライドベンダー隊員であるが、中盤からクスクシエで働き始める。詳細は鴻上ファウンデーションを参照。

白石 知世子（しらいし ちよこ）

「クスクシエ」の店長。30歳。カラッとした面倒見の良い性格で、住所不定だった映司やアンクを、バイトを名目にして強引に「クスクシエ」に下宿させている（実際は映司が比奈の説得に応じたのが大きい）。グリードなどの戦いの事情は知らず、アンクについては「貧しい環境で育ったため汚い日本語しか話せない引きこもりの外国人」と映司に吹き込まれており、実体化した姿を見ても店の特性上コスプレの類と解釈している。また、はねつける態度をとるアンクを更生させるべく「アンクちゃん」と積極的かつ強引にコミュニケーションを図っている。

Kougami Foundation

The Kougami Foundation (鴻上ファウンデーション, Kōgami Faundēshon) is a mysterious organization that has been researching the Greeed ever since they acquired the sarcophagus holding them and the Medals at their Kougami Art Museum (鴻上美術館, Kōgami Bijutsukan). As a result, they developed many Cell Medal-powered items. When the Greeed finally awaken and they realize that Kamen Rider OOO has become active, they begin to assist Kamen Rider OOO in his fight against the Greeed and Yummies.

Kousei Kougami

Kousei Kougami (鴻上 光生, Kōgami Kōsei) is the president of the Kougami Foundation. Well versed in the history of OOO and the Core Medals, he has anticipated the arrival of the Greeed and has amassed several Cell Medals. He loves baking cakes, commonly birthday cakes, and has built his office over a bakery. He always has a record player in his office usually playing "Happy Birthday", believing that the birth of all things good or bad is a thing of beauty. He also has a strange intonation in his speech, which always shows whenever he becomes enthusiastic about a certain subject. Any items he has sent to Kamen Rider OOO typically fit this belief, normally referred to as 'presents' and wrapped up as such. Kougami believes that human desires are the purest and most powerful energy source in existence, seeing Kamen Rider OOO to be the means to ensure an unlimited supply of energy. To that end, Kougami manages to outwit Ankh into having him and Eiji work for him with a 60% Medal payment for his company's services to them in order to achieve his life long work.

Kousei Kougami is portrayed by Takashi Ukaji (宇梶 剛士, Ukaji Takashi). Ukaji previously portrayed Chief Seiichiro Tsutsumi in Ultraman Gaia.

Erika Satonaka

Erika Satonaka (里中 エリカ, Satonaka Erika) is Kousei Kougami's personal secretary, often procuring cakes for him. She also goes out of the office to gather information for Shintaro.

Erika Satonaka is portrayed by Mayuko Arisue (有末 麻祐子, Arisue Mayuko).

Shintaro Goto

Shintaro Goto (後藤 慎太郎, Gotō Shintarō) is a former police officer who now works for the Kougami Foundation to keep the world safe from the Greeed. He leads the Foundation's Ride Vendor 1st Squad motorcycle brigade, being the sole survivor after the first battle with the Greeed. As a result, Shintaro becomes the Kougami Foundation's representative to Eiji though he feels that Kougami should not rely on him and Ankh, only helping them for the world's sake. However, though interested on Maki's proposal for an alternate way for normal humans to use the power of Medals, Shintaro becomes Eiji's ally after taking his words of taking action to heart. He usually carries around a rocket launcher called the Goto Bazooka (後藤バズーカー, Gotō Bazūkā) to fight off Yummy or Greeeds.

During the events of Movie War Core, Goto briefly transforms into Kamen Rider Birth.

Shintaro Goto is portrayed by Asaya Kimijima (君嶋 麻耶, Kimijima Asaya).

Kiyoto Maki

Kiyoto Maki (真木 清人, Maki Kiyoto) is a scientist who one of the Kougami Foundation's finest, having devised the Medal System and placed in charge of the Kougami Biotech Laboratory (鴻上生体研究所, Kōgami Seitai Kenkyūjo). He is always seen with a puppet on his shoulder, unable to speak properly whenever it falls from his shoulder called "Kiyo-chan" (キヨちゃん, Kiyo chan). In addition, he always stares at the puppet when he is talking to someone, making it seem like he is instead conversing with the doll. As a scientist, Maki lacks any empathy for human life and his idealogy contrasts with Kougami's as he is more interested with endings and death itself. Though he is developing a means for humans to use Core Medals like Kamen Rider OOO, he is interested on who its user can be. He ironically ends up being studied by Kazari as the two set up a partnership here he benefits from getting the ideal user for his Medal System in return for providing Kazari with Cell Medals to feed on. He later gains an interest in knowing what will happen when a Greeed acquires all of his or her Core Medals and uses Gamel for this experiment.

During the events of Kamen Rider OOO: Nobunaga's Desire, Kiyoto provides Nobunaga with three black Core Medals, allowing Nobunaga to transform into the Armored Warrior Inhumanoid.

Kiyoto Maki is portrayed by Yu Kamio (神尾 佑, Kamio Yū).

Greeed

The Greeed (グリード, Gurīdo) are strange monsters created from the forty-five Core Medals who were sealed away 800 years ago, only to be released in modern times. According to Kougami, the Greeed were sealed away by OOO the last time they appeared. Each of the five Greeed seek to become the predestined Multi King (複数の王, Fukusū no Ō) by gathering the Medals (メダル, Medaru) of their rivals. To compete with each other, each Greeed is able to create monsters called Yummy by using their Cell Medals on a human with a suitable desire. As the body of the Greeed are composed of Core Medals as well as Cell Medals, they are much stronger and are not based on a single animal, unlike their Yummy subordinates whom all Greeed can sense because of the Cell Medals inside them. When the seal is removed, unable to recreate his body completely, Ankh manages to steal some of his fellow Greeed's Core Medals, so they would be handicapped as well while stating that the other Core Medals were lost to them during their imprisonment. As a result, the four Greeed use their Yummies to track down Ankh and regain their stolen Core Medals to be whole while gathering as much Cell Medals as needed to maintain their physical forms. After realizing how much humanity changed over the past 800 years, the Greeed assume human forms to blend into society. Each Greeed has three sets of Core Medals and are able to maintain their powers so long as they do not lose them all. Once they do, the armored portion of their forms that draws power from that Core Medal disappears while they "bleed" Cell Medals. The name "Greeed" comes from the English word "greed", as their Medals are powered by human desire, but in the fashion of OOO, there are three E's in their name instead of two. Other than Ankh, the Greeed are named after certain words in Japanese that relate to desire.

Uva

Uva (ウヴァ) is the insect Greeed, the most hot-headed of the four, able to jump long distances, slice though anything, and discharge lightning from his horns. Having lost more Medals than some of the other Greeed, Uva is the first to track down Ankh to regain his Batta and Kamakiri Medals from him. He assumes the form of a young man who wears a green leather jacket in order to blend in with society. His insect-based Yummies pull themselves out of the bodies of certain humans, then seek out and physically consume the object of their progenitor's desire before molting into their complete forms. In Uva's first fight with Kamen Rider OOO, he loses 2 more of his Core Medals after Ankh distracts him with the fact that Kazari has one of his Core Medals. Realizing Ankh's full intentions, and commenting that he should consider collecting other Core Medals himself, Uva confronts Kazari only to fall for the Greeed's lie before baiting Ankh into a trap, reclaming his Kuwagata Medal. However, after attacking Kazari before Mezool intervenes, Uva manages to regain his Kamakiri Medal. Uva ends up losing a Kuwagata Medal, again, after trying to attack Kamen Rider OOO with Gamel and his Ageha Yummy. "Uva" comes from the Japanese word 틀:Nihongo3.

Uva is voiced and portrayed by Yūsuke Yamada (山田 悠介, Yamada Yūsuke). In the music video for "Anything Goes!", Uva makes a cameo as he fights Kamen Rider OOO.

Kazari

Kazari (カザリ) is the feline Greeed, an arrogant schemer who is able to move at fast speeds, as well as create mini cyclones. Having lost the Tora Medal to Ankh, Kazari assumes the form of a silver-haired young man in a yellow checkered blazer to blend in with society. However, of the five Greeed, it would appear he had the least missing Medals when the Greeed were released, seemingly only missing his Tora Medal and the Lion Medal. His cat-based Yummies are parasitic in nature, possessing the human and forcing them to partake in their desire even at the risk of their lives until they can finally reach their complete form and consume them. This means that unlike other Yummies, with their forms reflecting their hosts' desires, Kazari's retain the human inside them, who must first be pulled out to attack the Yummy without harming the human. Being the first of the Greeed to fight Kamen Rider OOO, after an attempt to get Ankh on his side goes sour due to their history 800 years ago and similar methods, Kazari loses three of his Core Medals after managing to steal the Kamakiri Medal in the ensuing fight, hiding this fact from Uva when confronted about it before Mezool forces him to give it back while receiving his Cheetah Medal back. Later, after realizing that there are others involved in finding the Core Medals besides them and Kamen Rider OOO, Kazari leaves the other Greeed to learn more of the third party. In the process, Kazari meets Kiyoto Maki and sets up a deal with him in hope of finding his missing Core Medals. "Kazari" comes from the Japanese word 틀:Nihongo3.

Kazari is voiced and portrayed by Taito Hashimoto (橋本 汰斗, Hashimoto Taito).

Gamel

Gamel (ガメル, Gameru) is the heavy animal Greeed, and is the strongest, physically, of the four, yet has the mentality of a spoiled child that makes him unable to work well with others normally save Mezool whom he has an attachment to. Other than his brute strength and gauntlet armored fists, Gamel also can form a long trunk from his face to use as a weapon. He is incomplete due to his Core Medals going missing, only having five left. His human form is a young man who wears a grey mesh shirt over a black undershirt. Unlike the other Greeed, Gamel uses his body to create his behemoth-like Yummies by inserting a Cell Medal into his own forehead upon observing a particular behavior he wants to mimic, thus satiating his own desires with the created Yummy being composed of a single Cell Medal. He makes his presence known to OOO when he attempts to fight the Bison Yummy, overpowering him until he assumes Latoraba to drive him off, with Gamel whining about his loss before leaving his Yummy. Later, after Mezool loses four of her Core Medals to Kamen Rider OOO, Gamel hunts him down to retrieve Mezool's medals and manages to get two back while losing three of his own in the process. However, in the Greeeds' plot to regain their Core Medals from OOO, Gamel regains his full power and form. "Gamel" comes from the Japanese word 틀:Nihongo3.

Gamel is voiced and portrayed by Hiroyuki Matsumoto (松本 博之, Matsumoto Hiroyuki).

Mezool

Mezool (メズール, Mezūru) is the aquatic animal Greeed, the only female of the group with the ability to generate torrents of water from her hand and agility. Though incomplete due to some of her Core Medals going missing, Mezool appears to be the most kind of the Greeed as her methods can provide enough Cell Medals for both herself and the other Greeed. She serves as a leader figure to the others, keeping Uva and Kazari in line while acting like a mother to Gamel. Mezool assumes the form of a high school-aged girl. Her fish-based Yummies, which first become roe-like eggs, feed indirectly off the human's desire while forming a "nest" that incubates over a period of time while the human indulges their desire. Their presence mostly concealed until the eggs hatch into their complete forms, either with one Yummy at a time or all eggs hatch into an army. In a conflict with Kamen Rider OOO, she ends up losing four of her Core Medals as Gamel carries her away in her weakened state, reassuring him as he attempts to offer her one of his Core Medals to get well. During the Greeed's attempt to get all their Core Medals from OOO, Mezool finds herself betrayed as Kazari takes her remaining Core Medals and leaves her for dead, while her Medals are given to Gamel for Kiyoto Maki's experiment. Mezool is voiced by Yukana (ゆかな), while her human form is portrayed by Honoka Miki (未来 穂香, Miki Honoka).

Giru

Giru (ギル) is the dinosaur Greeed who first appears in Kamen Rider × Kamen Rider OOO & W Featuring Skull: Movie War Core. The name comes from the Japanese word 틀:Nihongo3.

He is voiced by Kenji Hamada (浜田 賢二, Hamada Kenji), who previously voiced Gunpherd in Engine Sentai Go-onger. While the role is referred to by the name "Giru" in the film, Hamada is credited solely as the voice of the "Dinosaur Greeed" (恐竜グリード, Kyōryū Gurīdo) in the film's credits.

Nobunaga

Nobunaga (ノブナガ) is the primary antagonist of the Kamen Rider OOO: Nobunaga's Desire segment of Kamen Rider × Kamen Rider OOO & W Featuring Skull: Movie War Core. Nobunaga is a Cell Medal-based homonculus created by the Kougami Foundation from the mummified remains of the conqueror Oda Nobunaga and Kougami has Eiji look after him and teach him about the modern world. However, a bug in the computer software used to create Nobunaga causes him to be consumed by the original's desire to rule all of Japan. To that end, Nobunaga uses the powers of three Core Medals (the Sasori Medal (サソリメダル, Sasori Medaru), the Kani Medal (カニメダル, Kani Medaru), and the Ebi Medal (エビメダル, Ebi Medaru)) given to him by Kiyoto Maki to become a Greeed-like being called the Armored Warrior Inhumanoid (鎧武者怪人, Yoroimusha Kaijin). He also briefly transforms into Kamen Rider Birth before becoming the Armored Warrior Inhumanoid.

Nobunaga is portrayed by Kengo Ohkuchi (大口 兼悟, Ōkuchi Kengo), his Armored Warrior Inhumanoid form voiced by Keikō Sakai (酒井 敬幸, Sakai Keikō).

Yoshino Akechi

Yoshino Akechi (明智 よしの, Akechi Yoshino) is a supporting protagonist in the Kamen Rider OOO: Nobunaga's Desire segment of Kamen Rider × Kamen Rider OOO & W Featuring Skull: Movie War Core. She is a senior friend of Hina and a descendant of Akechi Mitsuhide, the legendary samurai who betrayed and killed Oda Nobunaga. She dreams of becoming a professional ballet dancer and Nobunaga falls in love with her because of her dancing. When she breaks her leg, her desire to dance once more is used to create the female Pteranodon Yummy. Nobunaga gives his last energy in order to revive her, until he remembers about how her ancestor, Akechi Mitsuhide, betrayed and killed him and becomes the Armored Warrior Inhumanoid by using the black Core Medals. At the end of the film, it is revealed that she has become a professional dancer.

Yoshino Akechi is portrayed by Sayako (彩也子).
